Client Highlight: GSA-FAS

The Federal Acquisition Service (FAS) is the merger what use to be referred to as the Federal Supply Service (FSS) and Federal Technology Service (FTS) into a single operational entity. While the two services have been merged organizationally, there is a large amount of work necessary to merge the organizations at the business process and IT system levels. ESI has been assisting the FAS in various initiatives including:

  • ESI assisted the FAS in reengineering the processing of new offers for GSA's Multiple Award Schedule (MAS) Program. This task involved the facilitation of a major transformation of an organization spread across six service centers and supported by over 500 professionals. It consisted of developing a process-based blueprint and roadmap for reducing the time it takes to process a new offer from 120 days to 30 days; the signature effort of the GSA Administrator.

  • ESI assisted the FAS in the implementation of Lean-Six Sigma Techniques, Business Process Modeling Notation (BPMN), and Integrated Project Teams (IPTs) as part of the FAS business analysis and software development process.

  • Currently, ESI is tasked to provide the business process models and IT system mappings of the As-Is FAS environment, and to work with individual business process segment teams to define the To-Be environment. The overall objective is to provide a blueprint (To-Be models) and Roadmap (implementation plan) that can guide the development of more consistent and shared processes, and result in more effective use and better alignment of IT systems. Additionally the effort is designed to drive-out unnecessary and costly complexity, where it exists, and help develop a more consistent way of doing business within FAS, both from an internal stakeholder perspective, and from the perspective of the FAS customer.
